په دې تړون‌لیک سره د فراه لوړو زده‌کړو مؤسسه او د جامي پوهنتون د ارتقای ظرفیت او علمي، څېړنیزو او اداري امورو په برخه کې سره همږغه او پر مسلکي‌توب باندي په ګډه توافق وکړ. همدارنګه دواړه لوري دا تړون ته ژمن دي، چي د خپلو شتو امکاناتو په راکړه ورکړه کښي ډډه ونه‌کړي.
