Public Policy Department

Introduction

The Public Policy Department of the Faculty of Public Administration and Policy is dedicated to the formulation and implementation of effective public policies in response to societal needs and challenges. Its primary objective is to foster innovation and advancement in the field of public policy through academic research and practical experience. The department contributes to the development of professional and specialized students by organizing seminars, workshops, and conferences focused on policy formulation, data analysis, and the assessment of social needs.

The core services of the department include policy analysis and evaluation, advisory and consultancy services, support for research projects, and the provision of guidance for the implementation of new public policies. Through academic and research-oriented activities, the department strives to propose effective and sustainable policies and solutions aimed at enhancing social welfare.

Public policy is considered a relatively new academic discipline that emerged after the Second World War in North America and Europe. The primary purpose of this field is to examine the relationship between government and society. The increasing complexity of national and international problems, the expansion of the public sector, and the growing interest of researchers within universities contributed to the recognition of public policy as an important and independent academic discipline.

Over the past several decades, significant changes have occurred in the role and responsibilities of governments, leading to the increased importance of policy-making and planning. In Afghanistan, the Public Policy Department was established for the first time in 2011 (1390 Solar Hijri) within the Faculties of Public Administration and Public Policy at Kabul, Nangarhar, and Balkh Universities. Subsequently, in 2023 (1402 Solar Hijri), the department was also established within the faculties of Herat University and the Farah Institute of Higher Education.
